She holds a Master's degree in Public Health, which reinforces her deep expertise in HIV/AIDS policy development, fundraising, database development, epidemiological modeling, monitoring and evaluation, and program management. Throughout her tenure at UNAIDS, Gabriela demonstrated exceptional leadership and mentoring qualities. She is known for her ability to foster strategic partnerships and alliances among UNAIDS sponsors, national governments, key donors, implementers, and civil society organizations. Her innovative approach and proactive attitude were crucial in aligning UNAIDS efforts with national priorities and ensuring a coordinated response to the HIV/AIDS epidemic. A citizen of the Republic of Moldova, Gabriela is fluent in Romanian, English, Russian, and French, which has enabled her to effectively navigate and influence diverse cultural and political landscapes.
