Dr. Dorina Baltag is a researcher and international expert with a distinguished career in the field of European relations and diplomacy. Holding a PhD in Foreign Policy and Diplomacy from Loughborough University, with over 12 years of professional experience accumulated in higher education institutions in the United Kingdom and the Netherlands, she has specialized in European Union diplomacy, EU democratization policy in Eastern Europe, and diaspora and migration issues. Holder of several prestigious awards and fellowships, including Excellence 100 and a Marie Curie Fellowship, Dorina has developed a distinct vision on knowledge transfer and innovation in transnational contexts. Outside of her academic work, Dr. Baltag has been actively involved in projects of European and global scope. She played a crucial role as a lead consultant in the European project EUDIF (EU Diaspora Facility Instrument), through which she contributed to the development of a practical roadmap for piloting diaspora co-working hubs in Moldova's higher education sector. Also, since 2022, she has been the co-leader of the Diaspora for Excellence in Education & Research network, a trans-diaspora initiative providing guidance for engagement with Moldovan higher education actors, thereby strengthening the links between foreign expertise and the needs of the home country. Initiator of the "Noroc Olanda" project in 2012, a Moldovan diaspora organization that has transformed into an important foundation, Dorina Baltag dedicates her efforts to promoting the transfer of skills and valuable knowledge from the diaspora to Moldova, facilitating educational innovation and community development. Through this platform and her collaborations with various European institutions and networks, she promotes active citizenship, citizen diplomacy, and diaspora engagement in the reform and socio-economic development processes of the country.
