About
Alina Lipcan is a leader in the field of education with a career marked by involvement in innovative initiatives and educational policies at an international level. Originally from Chisinau, Moldova, she is a graduate of Oxford University (BA in Philosophy, Politics, and Economics) and the London School of Economics (MSc in International Development with Distinction). Currently, she holds the position of Director of Impact and Innovation at the Global Schools Forum in London, where she coordinates initiatives dedicated to supporting education entrepreneurs in low- and middle-income countries, with the aim of scaling educational innovations that improve learning outcomes for vulnerable children. Alina Lipcan's professional journey includes significant experience in educational assessment, innovative policies, and financing. Prior to her current position, she was part of the co-founding team of the Education Outcomes Fund, where she led innovative financing initiatives in partnership with governments, including a million program in Ghana. She also worked at Oxford Policy Management as a Senior Consultant and Education Hub Manager, where she designed and implemented strategies for engaging non-state actors in education, led evaluations, and provided policy advice to governments and funders in areas such as early and preschool education. Her experience also includes consulting for the Ministry of Economy of Moldova. Based in London, Alina Lipcan is recognized as an important voice in international dialogues on education transformation and innovation in the educational sector. Her contributions have been featured at prestigious conferences of institutions such as the Centre for the Study of African Economies, the Comparative International Education Society, and UKFIET forums, solidifying her reputation as an expert in educational strategies and development financing.
