Otilia Canțer, born on July 24, 1968 in Chișinău, graduated from the Faculty of Physics of the Moldova State University and began her scientific career by studying for two years at the Academy of Sciences of Moldova, in the laboratory of academician Sergiu Rădăuțan, alongside Leonid Culiuc's team. In 1992, she settled in Budapest for family reasons, giving up her doctoral studies, and in January 2002 she immigrated to the United States of America with her son, Nicu, born in 1993. She started with a secretarial position at a private university in St. Petersburg, Florida, and since 2005 has focused on the human resources field, specializing in the sales of PEO (Professional Employer Organizations) services, accumulating over 16 years of experience in HR outsourcing. Currently, Otilia Canțer works as an Inside Sales Manager at Abel HR, a family-owned company from Santa Ana, California, with its operational headquarters in Cranbury, New Jersey, which offers benefit and human resource administration services. Previously, she held key positions such as Director of Business Development at DecisionHR and MBA HRO, as well as Owner of Lumina Business Solutions, LLC, demonstrating expertise in educational sales, contract management, and support for employers in areas such as payroll, taxes, insurance, and retirement funds. Settled in the Tampa, Florida region, in the small town of Safety Harbor, she appreciates the opportunities offered by the USA, where she has developed a solid career in business, successfully adapting to a competitive environment through honest work and continuous learning. Otilia Canțer's personal life is characterized by a family with an international geography: her son Nicu (Matyas Miklos Canter Hiszem) lives periodically between the USA, Budapest, and South Florida, where he recently married Penny, and her mother frequently visits from Moldova. Holder of dual Moldovan-American citizenship, she practices yoga, meditation, and sports adapted to cervical spine injuries, while learning Spanish and planning a yoga instructor training. Civically engaged, she voted for the first time in her 19 years of US residency, advocating for reforms in Moldova, transparency, and the return of the diaspora, emphasizing the importance of the free market and Western standards for prosperity.
