Stela Leucă is a renowned professional in the field of international relations and institutional development, with a career spanning over two decades dedicated to democratic reforms and European integration. Holding master's degrees in public administration, political analysis, and European studies from universities in Moldova, Serbia, and the United States of America, she has accumulated vast experience through collaboration with prestigious international institutions, particularly the World Bank and USAID, offering consultancy on good governance, democratic institution building, and citizen participation in political processes. Her work has focused on digitalization, open governance, and strengthening institutional resilience in Central and Eastern European countries, earning recognition for the depth of her knowledge and her ability to implement complex projects with dedication and rigor. In December 2022, Leucă was appointed State Secretary at the Ministry of Foreign Affairs and European Integration (MFAEI), a position she resigned from in February 2024. As State Secretary, she represented the Republic of Moldova in the accession negotiations with the European Union, actively participating in briefings with the diplomatic missions of EU member states and officially opening media centers with the support of American institutions. Her work at the MFAEI was marked by sustained efforts to implement justice reforms, prevent corruption, and de-oligarchize, critical areas for the country's European path. After leaving the Moldovan ministry, Stela Leucă relocated to the United States of America, where she continues to work as a consultant for institutional capacity building at the World Bank, starting in February 2024. In this position, she collaborates with governmental institutions from various countries on digitalization and administrative modernization projects, contributing to the development of public policies at an international level and strengthening the partnership between Moldova and multilateral organizations based in Washington.
